RESTORATION ADVISORY BOARD (RAB)
NAVAL STATION NEWPORT, RHODE ISLAND
March 16, 2011

CALL TO ORDER

The NAVSTA Newport Restoration Advisory Board (RAB) gathered at the Officers’ Club for their bimonthly meeting on Wednesday, January 19, 2011. The meeting started at 6:00 p.m.

David Dorocz, the Navy Co-Chair, opened the meeting and welcomed the group.

Ms. Maritza Montegross was introduced. Maritza is from NAVFAC and will be managing some of the IR sites that were previously managed by Mr. Ed Corack, who has left the Navy.

APPROVAL OF PREVIOUS MINUTES

The minutes from the previous meeting January 19 were presented. Kathy Abbass stated that she had provided comments on the Draft version. D. Dorocz acknowledged the comments, and asked for a motion to accept, the motion was made and carried.

PRESENTATION: DATA GAPS ASSESSMENT REPORT, TANK FARMS 4 AND 5

Dabra Seiken (Tetra Tech) presented a summary of the Navy’s recent work at Sites 12 and 13, Tank Farms 4 and 5, respectively. The Data Gaps Assessment Report was prepared to provide risk information from the current (post removal) conditions so the next steps in the CERCLA process can take place. Work included soil, groundwater, sediment and surface water sampling, analysis of samples for chemical contaminants, comparison of these contaminants to risk–based criteria, and calculation of risks to persons who may be on site, both currently and in the future. Possible risk to residents and construction workers is anticipated from PAHs and metals in soil, and in groundwater that could be used as a potable source in the future. The presentation is provided as enclosure (3).

Howard Porter asked if the Navy is done cleaning (the areas) outside the tanks. D. Seiken stated that the tanks have been closed in place, but there is still some residual soil contamination. Howard clarified that his concern is dumping activity early mornings and throughout the day. D. Dorocz stated that the Navy is using the site to stockpile soil from other construction projects on the base, and this soil is unrelated to the environmental cleanup at Tank Farm 5. D. Dorocz and L. Rama stated that they would look into the times that the Navy is working there; it should not be too early.

Dan Sullivan asked for clarification on the three categories of these sites. D. Seiken clarified that different areas of the sites are addressed through compliance of different regulations, Category 1 is addressed under Federal regulations (CERCLA) and Categories 2 and 3 are addressed under State regulations.

Kathy Abbass asked if the funding for the different categories came from the same source. D. Dorocz stated that the funding came from the same source.

David Brown asked if the water coming off the hillside was exacerbating the contamination problem (carrying contaminants). D. Seiken stated that there is not much contamination in the groundwater, and some remediation has been done, improving the conditions.

Kathy Abbass asked if sampling had been conducted inside the wetland, D. Seiken stated that it had.

There were a number of additional questions on details of the investigation. D. Seiken clarified the following: Locations for wells were selected based on previous data and actions conducted. Wells were installed to varying depths between 10 and 40 feet below the ground surface. Groundwater samples were collected from all the wells to determine presence of contamination. It was noted in particular that details such as these, as well as concentrations measured, are necessary for future presentations.

Howard Porter stated that there are many houses that are near these sites, and the fence boundary is not intact between the residential property and tank Farm 5. He stated that he has seen kids on the site. D. Dorocz indicated that he would have someone look into the condition of the fences. It was noted that the Data Gaps Assessment Report predicted risk to residents living on the site, and that trespassers were evaluated as another receptor, but no risk was predicted for them.

Dan Sullivan requested clarification that this assessment only includes the trapezoidal areas of the Tank Farms shown in red on the second slide. D. Seiken stated that it is limited as such.

Howard Porter asked if a resident living 400 feet away would be safe. D. Seiken stated that they would.

David Brown asked what the Navy was cleaning up the site for specifically. D. Dorocz stated that the future use of the property is to be determined at this time.

FIELD WORK UPDATE

Stephen Parker (Tetra Tech) stated that they had recently finished sampling work on shore at Derecktor Shipyard, and additional sampling would be conducted on the marine sediment at that site this summer.

Kathy Abbass commented on the revised site status update, provided as Enclosure (4). She asked if the Tank Farm 5 footprint had changed. S. Parker responded that the current fire training area was eliminated from the site footprint. She also asked if the footprint of the Derecktor Site had gotten larger. S. Parker stated that it had not: the boundary shown is all within the original lease area.

COMMITTEE REPORT

Thurston Gray reported that 9 of 17 members were present at the meeting. He indicated that planning committee is now vacant as a result of the resignation of Tom McGrath (January 2011), and that committee should probably be shown as inactive. D. Dorocz suggested that RAB discuss whether all these subcommittees are necessary at the next meeting.

OTHER BUSINESS

Dave Dorocz provided a presentation of the signage that is posted at the IR Project sites, Enclosure (5). It was noted that the phone number presented on the signs is Cornelia Mueller’s number. D. Dorocz indicated that she is still accessible by phone. D. Dorocz stated that he was unable to get to Gould Island due to bad weather, but he will initiate a work order to replace signs as needed at that location. He also noted that the signs are down at the OFFTA site because it is under construction. There are signs up at the NUSC site (Site 08) although he was not able to provide photos.

D. Dorocz relayed a request from John Vitkevitch to move the meeting back slightly to start at 6:30 PM. This was briefly discussed and it was agreed to leave the meeting time at 6:00 PM.

Claudette Weisinger requested an update on the data for the McAllister Point landfill long term monitoring at one of the future meetings.

Kathy Abbass stated concern that the program would run out of money before the cleanup target dates were met. D. Dorocz stated that the target dates are within the fiscal year 2014. K. Abbass asked why it was taking so long to clean these sites up. D. Dorocz stated there is a new schedule showing projected Records of Decision for each site before the end of 2014, and this new schedule will be provided to them. He stated funding and the complexity of the sites at Naval Station Newport determine the time it takes to study and cleanup the sites. Funding for the cleanup of these sites is not affected by the 2014 cleanup goal. He also assured the RAB that Captain Voboril has made the schedule one of his top three command priorities.
