| RAB MEETING MINUTES NAVAL STATION (NAVSTA) NEWPORT CALL TO ORDER The NAVSTA Newport Restoration Advisory Board (RAB) gathered at the Officers’ Club for their monthly meeting on Wednesday, May 16, 2007. The meeting started at 7:00 p.m. and adjourned at 9:00 p.m. See enclosure (1) for the attendance list. Ms. Cornelia Mueller, the Navy Co-Chair, opened the meeting and welcomed the group. APPROVAL OF PREVIOUS MINUTES The minutes from the March meeting were approved. PROGRAM UPDATE Mr. James Colter, of NAVFAC (Naval Facilities Engineering Command) Mid-Atlantic, presented the program update (see enclosure (2)). Updates were provided for the McAllister Point Landfill, the Melville North Landfill, the Coddington Cove Rubble Fill Area, the NUSC Disposal Area, the Old Fire Fighting Training Area, Tank Farms 1 – 5, Gould Island, Derecktor Shipyard, the SWOS Parking Lot, the former Melville Water Tower site, the former Carr Point Shooting Range, and the Midway Pumphouse (BLDG 70, pipelines, chambers). The total estimate for costs to complete for all sites is $45.5M. Completion dates range from 2008 to 2026 (for sites that will require long-term monitoring). Work to be done in 2007 includes a remedial investigation at the NUSC Disposal Area, soil and underground structure removal and shoreline protection at the Old Fire Fighting Training Area, a risk assessment for Tank Farms 4 and 5, a risk assessment for Gould Island, a feasibility study for Derecktor Shipyard, soil removal at the former Melville Water Tower site, a site investigation at the former Carr Point Shooting Range, and remedial actions at the Midway Pumphouse. WEBSITE UPDATE Mr. Steve Parker, of Tetra Tech NUS, presented a proposed alternative to the site map and schedule that is posted on the RAB website. Since three additional sites have been added to the FFA (Federal Facilities Agreement), the one-page site map and schedule no longer provides adequate space. The proposal is to use a one-page map of the sites with a link for each site (see enclosure (3)). Clicking on the link will display the site fact sheet, shown in enclosure (4), with background information and the site schedule. PROGRESS SUMMARY TABLE Ms. Kymberlee Keckler, of the US EPA (Environmental Protection Agency), presented enclosure (5) to address Mr. Daniel Sullivan’s interest in consolidating cost and schedule information as well as recurring concerns that RAB members have identified in prior meetings. Mr. Manual Marques, Jr. asked if it would be possible to identify investigation costs as a separate column from cleanup costs. The summary table, in conjunction with the semiannual updates provided by Mr. Colter, will provide overall program information for the RAB members. As a result, Dr. Abbass received a call from a former Navy employee who wanted to participate in the project. Dr. Abbass will prepare a survey for all participants. COMMITTEE REPORTS Membership Committee – There was no report. Planning Committee – There was no report. Project Committee – The Project Committee Chair presented the information provided as enclosure (6).
