| RAB MEETING MINUTES NAVAL STATION NEWPORT CALL TO ORDER The NAVSTA Newport Restoration Advisory Board (RAB) gathered at the Officers' Club for their monthly meeting on Wednesday, June 16, 2004. The meeting started at 7:00 p.m. and finished at 8:45 p.m. See enclosure (1) for the attendance list. Mr. Manuel Marques opened the meeting and welcomed the group. APPROVAL OF PREVIOUS MINUTES There were no minutes to approve from the previous meeting. Ms. Cornelia Mueller indicated that these minutes would be provided to the RAB members before the next meeting in August. PRESENTATIONS Coddington Cove Rubble Fill Preliminary Assessment Mr. Steve Parker of Tetra Tech NUS Inc. provided an update on the efforts at the Coddington Cove Rubble Fill Area (CCRFA) . His presentation is provided as enclosure (2). The five-acre CCRFA is identified as a Study Area in the Federal Facilities Agreement. Soil and groundwater samples were collected. Test results indicated that arsenic in soil was present above the State criteria; low levels or trace levels of pesticides, PCBs, TPH, PAHs, and PCE were found. For groundwater, metals were noted but levels were low and did not exceed any thresholds for concern. Additional sampling in wetland area will be performed. A study area screening evaluation (SASE) will be completed that will compare test results to criteria. The SASE will identify if no further action is necessary or if an RI/FS (Remedial Investigation/Feasibility Study) is required. Old Fire Fighter Trainer (OPPTA) Mound Removal Mr. Tim Janss of Universal Technologies Inc. presented a summary of the work plan for the mound removal project at the OFFTA site (see enclosure (3)). Work to be performed includes the removal of three mounds of soil, fill, and debris. Soil removal at the site is scheduled to start on 16 August and will continue until 30 September. The entire project, including restoration (i.e. attainment of established vegetative cover), will be completed by the end of October. In total, approximately 11,000 cubic yards of soil will be removed. Trucks will enter through Gate 10, travel to CHI, and depart through Gate 1. COMMITTEE REPORTS Membership Committee Mr. Thurston Gray reported that there are currently 12 registered members of the RAB; seven were in attendance. Mr. Gray would like to add two new committees (i.e. Rules Committee and Nomination Committee). He would like to add information to the mission statement related to committee responsibilities similar to those presented in enclosure (4). However, he did not want to discuss his proposal in detail until more members of the RAB were present. Planing Committee No committee report. Committee Chair was not present. Project Committee Mr. Emmet Turley discussed the proposed LNG facility that could potentially impact Narragansett Bay. Mr Turley provided supporting documentation that is provided as enclosure (5). Education Committee Dr. Kathy Abbass provided hard copies and digital copies of the training plan. She retained three hard copies for new members. Dr. Abbass indicated that with the completion of the manual, that the duties of the Education Committee have been fulfilled. NEW BUSINESS Ms. Cornelia Mueller provided information on the upcoming RAB Co-Chair Workshop. Information on the Workshop is provided, as enclosure (6). Mr. Manuel Marques and Ms. Mueller plan on attending the Workshop in Salt Lake City in July. NEXT MEETING The next meeting of the RAB will be on August 18, 2004 at 7:00 p.m., at the Officers' Club.
